Owen Bebeau heads the BCSO’s personnel department, which offers a range of human resource programs and services to the Sheriff’s Office staff of almost 600 employees. His team includes HR and Payroll, as well as Information Technology and Media Production. Prior to joining the BCSO in February 2023, He was the personnel director for the city of Attleboro for eight years, when he was responsible for recruiting, hiring, record keeping, contract negotiation and employee benefits. He has previous experience with the city of Woonsocket, R.I. Owen is a graduate of the University of Rhode Island and lives in Blackstone with his wife, Cathy.
